How Seoul rental brokerage fees are calculated

Rental brokerage fees in Seoul are not simply “one month of rent.” The legal ceiling is calculated from a Korean transaction-value formula and then matched to a fee bracket. This guide explains the logic behind KoreaHomeGuide’s calculator so you can understand the number a broker gives you.

Step 1: convert deposit and monthly rent into a transaction value

For a standard monthly-rent housing contract, the commonly used transaction value is the deposit plus 100 times the monthly rent. If that result is below ₩50 million, the calculation uses the deposit plus 70 times the monthly rent instead. This converted amount is not money you pay to the broker; it is the value used to select the applicable commission bracket.

Example: deposit ₩10,000,000 + monthly rent ₩1,000,000 × 100 = transaction value ₩110,000,000. That amount falls into the housing-rental bracket that uses a 0.3% maximum rate.

If you use the KoreaHomeGuide calculator in USD or CNY, the site first converts your input to KRW. The legal threshold is still evaluated in won, because the Seoul fee schedule is denominated in Korean currency. The final display can then be converted back to the currency you selected. This is why a foreign-currency input should be treated as a convenience, not as a separate legal calculation.

Step 2: apply the Seoul housing-rental ceiling

For ordinary housing rentals, KoreaHomeGuide currently implements the following Seoul ceiling schedule. Below ₩50 million, the maximum rate is 0.5% with a ₩200,000 cap. From ₩50 million to under ₩100 million, the maximum is 0.4% with a ₩300,000 cap. From ₩100 million to under ₩600 million, the maximum rate is 0.3%. From ₩600 million to under ₩1.2 billion, it is 0.4%. From ₩1.2 billion to under ₩1.5 billion, it is 0.5%, and at ₩1.5 billion or more it is 0.6%.

The word ceiling matters. It is the maximum commission under the applicable schedule, not a mandatory fixed price that every renter must pay. A brokerage agreement can set a lower amount. If a calculated percentage would exceed the special cap in the first two brackets, the cap limits the fee.

Qualifying residential officetels use a different ceiling

A qualifying residential officetel can use a 0.4% rental brokerage ceiling under the rule implemented by KoreaHomeGuide. The site labels this option as an officetel of 85㎡ or less with residential facilities. Do not choose the officetel option simply because a listing uses the word “officetel.” Confirm that the actual contract and property fall under the relevant rule.

This distinction can change the fee estimate, so ask the broker which property category and commission rule they are using. If the broker’s calculation differs from the calculator, compare the transaction value, property classification, rate, any statutory cap, and VAT treatment line by line.

Negotiation, VAT, and payment timing

Because the published amount is a ceiling, you can ask whether the fee is negotiable before signing the brokerage agreement. Make sure both sides understand the final amount and when it is payable. VAT may be charged separately depending on the broker’s tax status and invoicing, so ask whether the number you are quoted includes VAT.

Rules can change. Is the maximum brokerage fee the amount I must pay?

No. It is a ceiling. The actual fee can be negotiated at or below the applicable maximum.

Why does the calculator multiply rent by 100?

It is part of the transaction-value convention used to choose the rental commission bracket. For low converted values, the ×70 rule applies instead.

Does management fee increase the brokerage transaction value?

The KoreaHomeGuide calculator does not add monthly maintenance to the brokerage transaction value. It shows maintenance separately as a recurring housing cost.
